IOACC Councillors threatened not to complain about Officers

It appears that IOACC Interim MD, David Bowles, has last month sent a letter to all councillors saying that "if any member wishes to make a complaint against any officer, now or in the future, any such complaint will be rejected unless it is put in writing, signed, and supported by evidence. Any member, who is also a member of a group, will also be expected to have such a complaint endorsed in writing by their Group Leader". Furthermore he advises councillors that should any complaint against an officer lead to employment related litigation (e.g. for bullying) by the officer concerned, then "the Council will be seeking financial indemnity from any members who have played a part".

To my mind this is extraordinary: councillors have effectively been warned that they risk personal financial ruin should they have the temerity to raise any complaint - however legitimate - against any council officer. We know that there has been an atmosphere of severe distrust between councillors and officers since at least the Craigwen affair; however, Davids Bowles' actions in 'circling the wagons', defending his officers against any and all claims, and making veiled threats of financial penalties against councillors who make complaints will surely only deepen the distrust between councillors and officers. Furthermore, David Bowles would do well to remember that councillors have been democratically elected to represent their constituents; it is the officers' job to support the councillors - not the other way around.

This blog did initially support David Bowles' actions to clean up Anglesey Council. However as time goes by it seems that rather than solving IOACC's problems, Mr Bowles actions may actually be exacerbating them.

Cant really see what's wrong in what he's saying. In other words, any serious complaint needs to be valid and supported by evidence, any Councillor who publishes unfounded allegations (libel) has to bear the burden of any costs against the Council as result of those unfounded allegations.

For complaints made to the Councillor by members of the public then such complaint should be refereed to the appropriate channels.
That is their democratic duty, they are not Witch finder generals!!!!!

"As for getting money from representatives to compensate the Council for its own losses when they raise proper complaints (if that is what they are doing), then that is fantasy. Anyone with a sincerely-held belief that something needs attention should raise the issue, and raise it without fear. The council has a duty to it's employees, to ensure they are not bullied or harassed by itself or others.

This duty also affects Councillors, they did sign a code of conduct I'm sure. There are proper and legal means of raising complaints, be it with the Council itself or by independent external bodies.

I want to look ahead, to a brighter future for Ynys Môn, if this means leaving behind those who wish to drag us back to the past, and their own narrow agenda, then all the better!

As a County Councillor, when you raise complaints through the proper channels all the IOACC will do, is abuse and threaten the complainant,then brush the whole thing under the carpet. Particularly if the complaints are against Senior Officers, whether true or otherwise.

This we have seen lately when the whole executive were made to retract and apologise having made genuine allegations of malfeasance, even though they were telling the truth.

That's why, as the Officers have been painted whiter than white, and the Councillors are the ones causing all the trouble, according to Mr Bowles, to cover up officers dishonesty. There comes a time when the truth must to be told and if the only place left is through the press. So be it.

The only reason why Lynn Ball's retrospective application has become such an issue is, because it's taken over two years of complaining and threats of enforcement before she would do anything about it.

With that sort of example from the Head of Legal Services and Monitoring Officer, is it little wonder why the whole council is deemed as being bent?

Under 'IOACC councillor resigns' there is an entry which says complaint forms from the Serious Fraud Office were sent to and were received on Saturday 8th by the person with all the evidence. There was a request for the return postal reference to appear with the sending date so we can all 'track it'. So really we should all feel confident that the matter will be quickly and correctly dealt with.
So, it is now up to the man with the evidence to get the forms filled in and returned.

Self incriminated OTB should know, that the SFO would require all direct evidence of fraud in the IOACC's, TIG & HIG grants case, as with any other case, to be presented by the complainants themselves.

As Councillor Durkin is NOT the Complainant or the one who has made the allegations, we don't understand what your gobbing off about.

The fact that Cllr Durkin, is in possession of copies of the evidence is irrelevant.

The only person that said, Cllr Durkin, had made such allegations was David Bowles, and he's already been made out to be a liar.

So please give us your explanation for sending bogus SFO documentation to Cllr Durkin's
house via recorded delivery? what did you expect to achieve? We await with baited breath.

Good morning 'Isn't That Nice' 01.02, as I also look at the fuzzy video on Crime Watch do you really think the sender would be stupid enough to go in person, you must be very thick, maybe you stay up too late!

Having spoken tothe SFO and briefly outlined what has been blogged a set of forms were sent to us. I do not know the ins and outs of what is acceptable information for the SFO, having tracked all that has been said about 'the hump in the carpet' it seemed worthwhile to have the allegations lodged with more than one authority in order that any one of them suggested as "being in league" could not avoid a proper investigation.

To Anon 00.47, The forms were absolutely genuine, give me your address and you too can have a set.

Rubbishing my thoughts would seem a way of avoiding the matter going forward. If my thoughts are rubbish it would be more progressive to make alternative positive suggestions.

This is a blog for discussion, not for conducting trials. As very many people have already said - we are interested in seeing an end to corruption and maladministration, but please send your complaints with evidence to the appropriate authorities. I accept the Council are feckless, it's just that there are other bodies who will investigate if you care to go down the proper routes.

There's no point trying to persuade everyone for 200+ posts that you are right - we don't have the evidence to be satisfied that you are (and until an investigation is complete and publicly reported, aren't really interested).

With all this random, unsubstantiated mud slinging going on, I'm beginning to see that Bowles has at least half a point in condemning what's been going on. Don't give him the ammunition to have a whole point.

The union Unite tell me that they do have members who are employed by the council in Anglesey. Unite also said that if their members were subject to bullying that would be a metter for their invistigation. So far nothing has been said on your pages about Unite (or other union) members making complaints to the very bodies who act for them. Therefore, is the accusation of bullying genuine ?

Aaarrgghhhh! Yes, you are taking it to the Police. We know. They are not investigating because, erm, I dunno. They are aliens? Masons? Or is it because the evidence is insufficient?

Please, we are all tired of this nonsense. It is not doing the blog any favours at all unless people stick to what is true, and what can be proven. If you think that your concerns aren't being addressed, you could ask an investigative journalist to examine the case. I'm sure they'd be interested, given the Council's low standing in the public's mind.

Anon 10:17 - The Police are not investigating because they cannot investigate something they don't fully understand, simple as. Nothing to do with insufficient evidence they have not even gathered the evidence let alone review it.

Complex financial fraud is way beyond the local CID and they should admit it rather than report there is insufficient evidence.

Anon 10.07 if you have real evidence but know exactly why NWP are not investigating why not say why, the site is anonymous and provided you do not overstep thresholds I am sure the Druid will allow it to be posted, perhaps they were all 'cautious'.

To 10.17 I am sure the majority of the council, from junior to senior are cheesed off being tarred with the same brush as the very few who might not be so honourable. The good guys must have our sympathy having to put up with it.

So there we have it, another Planning Permission for someone, with no conditions and no problems, how wonderful, this is the way to do business isn't it? What a place we live in, it's a disgrace, a joke, no wonder we are all the laughing stock of Wales.

These people. who we elected, these people we employ, are always there, with their ugly snouts, in the trough, greedy, always taking, finding any means possible to fill their fat stomaches on the cream of youth and beauty, these are the people who have betrayed us all, they take everything and give nothing back. And when we as victims moan, all our complaints are cast aside, they don't care about us, they are only interested in their own gains, and filling their bank accounts. Why doesn't someone snap, why doesn't someone take the fight to them, why don't these writers help, instead of moaning why don't we start a campaign to savage them and take the fight to them. Are we all sheep ready to be led to the slaughter, why don't we name and shame these awful traitors.

The Police are a waste of time, they tackle crime as an added burden to their daily chores of driving around munching, slurrping tea, and acting like clowns in uniform, they are a disgrace, I had no faith in them when I saw that video of the plod beating up that driver, and when it was recorded and shown on the telly, I knew then that the Police were there to bully the people and not to protect, they were there to bully the victims and protect the crooks, the same as it's always been.

If you take a complaint to the Police, they will actually report you the complainant for being a nuisance, what's the point of that, however, IOACC would be the first to call on the Police to help them evict or demolish a house that was built without planning, as they did in Benllech years ago, and the Police stood by and watched the Council demolish it, why, because they were told to, by their paymaster, IOACC.

Now, let's look at this. The first sentence says 'nothing to do with insufficient evidence". The second seems to say that the police are reporting there IS insufficient evidence. Planning meeting March (not 2010) senior officer says "building is permitted in this area",planning given, speculator sells and moves on.

Planning meeting April (not 2010 but same year as above) less senior planning officer says "this is not an area for which permission should be given" planning refused. Same councillors, same committee. The two lts of land were sixty meters apart. Funny, where money was involved it was passed. Where a local (young) man and his family were concerned it failed. Strange Eh Both meetings are on CD

Take "Stena" for example - They plan to turn Newry Beach into a Marina and claim it will create 400 jobs to hoodwink the public. Ironically this was reported in the press the same week Tinto and MEM closed.

Stena Ports have joined forces with Conygar Investments to develop what they refer to as "surplus water frontage" which is in fact Newry Beach.

In essence, Conygar-Stena should make £10 million profit and the public will lose Newry Beach for good.

Today at the IOACC, Annual General Meeting, those of us that were there, witnessed first hand Cllr Durkin In full Flow.

He made it known in no uncertain term that it was about time the names of the real trouble makers were made public and stop using him as a scapegoat to cover up dishonest and wrong doing among some senior officers.

Bowles shit himself and tried to ask Cllr Durkin what does he mean cover up, (As if he didn't Know). But Cllr Durkin wasn't rising to the bait, only to say. "I've made my statement and that is that, Mr Chairman".

This left Bowles fuming with a face like a smacked arse, and Lynn ball's,the colour of a beetroot.

Cllr Durkin, has the moral high ground and is going to keep it.

He'll get my vote any time.

As a member of staff at IOACC, taking this opportunity to catch up on comments made before going to the office. I am compelled to say that to my knowledge there's not one member of staff that doesn't support Cllr Durkin in his actions to clean the Council up and expose those involved in dishonesty

I, as with many of my friends are very concerned in the way David Bowles is behaving as we are all suffering because of it.

Those of us who work in fear of David Bowles's tyranny, support Cllr Durkin up to the hilt and will help him in any way we can whether David Bowles likes it or not.

Good morning Lug,

I think we have done our bit by getting the necessary SFO forms to Barrie Durkin, HE can now
follow your suggestion about Taxpayers money, mine is spent elsewhere and we were only trying to be helpful having a love for the island.

Interestingly, some idiots have been looking to trace the sending of the forms, no problem with that it is very easy seeing that we put the info on the site BUT it does seem to smack of Mr Durkins comment "trying to shoot the messenger"
for which there is no point OR is it someone attempting to scare-off anyone trying to be helpful? It is just hoped there is more strength than ONLY the Mr Pierce case, sure there is.

Elsewhere I have noted a case of a property in the village of Marianglas where seemingly all the problems experienced by Mr Pierce were duplicated but it is up to the individual whether to come forward or not, not me / us.

My only sad thought is that planning permission was given to build a property on a headland and when on holiday this will be in full view of the caravan. It is understood the planning proceedures were not adhered to, Mr Durkin should know all about it as it is on his territory or as near as.

We feel we have tried to do our bit and will continue to observe but have nothing more to add.

After giving the IOACC's interim Managing Director, David Bowles and Cllr Clive McGregor a lesson in Honesty and Integrity at yesterdays AGM, leaving them both stuffed, sources close to Cllr Durkin let it slip tonight, that he's dropped a bomb shell on the Council that could rock it out of existence forever.

It is believed that Cllr Durkin has instigated an investigation into some senior officers who it is said, have over the years, built residential property across Anglesey, some in areas of natural beauty, WITHOUT PLANNING PERMISSION.

If any of this is true, Mr David Bowles, having painted his Officers to be whiter than white and put the blame for everything on Councillors will need to go very quickly. Taking that Clive McGregor with him.

Whatever gave you the impression that he owns the property. I'd read the declaration again if I were you.

As for the static caravan, all you need to do is check up with the Planning Authority, they can tell you whether there's planning permission or not, then please come back and tell us.

22.51 Cheshire was not good enough for the man
so he tried Anglesey. He got himself elected for Llanbedergoch-Red Wharf-Benllech. Benllech was not good enough for him so he moved off the island to Gwynedd. If he has no property on Anglesey he will not be eligable in the future, the current situation is a bit of a joke isn't it?

It is good to see that since after all the small car years in Benllech, his new status enables him to an 18 mpg guzzler worth (say) £50K and accuses another of buying a cheap piece of land which has (in his own words) escalated, (with not one brick laid) to £10.000.000-00 now I don't know about you but I would rather bet on a person who is such a success story than a sad dissatisfied nomadic loser. Any person who can up the value of Anglesey by that degree should be encouraged and replicated rathjer that one who can not make it here and so clears off, still he is part way home already!

Good question Anon. How does Bowles know that his Meno was leaked by a Councillor. I say, if he's so sure, then name the Councillor .

Bowles say's "He had warned that unsubstantiated claims made without evidence could see members hit with any costs incurred by the council for a potential legal action"

What are those "unsubstantiated", "malicious" claims, and who made them?

The fact is. that it's David Bowles who's the disgrace for sending such a threatening, baseless memo to our Councillors. After all they were elected by the People. David Bowles is nothing more than just another trouble making hired hand .

Mr Bowles should have refrained from referring to his Councillor's as disgraceful unless he had concrete evidence to substantiate his claims.

This leak may have arisen due to an administrative error and inadvertently disclosed. Possibilities are endless, without evidence he can only guess.

An inside source tells me Bowles' next move is to circulate another Internal Memo marked strictly private and confidential and will be punctuated in such a way it will pin-point the culprit if leaked.

That being the case. It wouldn't matter to me or the many people he's already helped, whether he lives in Benllech or South America, he's still the best Councillor we have ever seen.

Good morning to you Benllech Resident,

I too have been a Benllech Resident, for over 65 years. A friend has just shown me how to use this computer!!

Benllech has always been a beautiful place. So beautiful that thousands have seen its qualities and come to live here.

Benllech has always been peaceful, apart from the odd lively occasions which oncehappened outside one of the pubs. But then PC Hughes dealt with those matters....never got to know his christian name but more tyan once saw his truncheon.

Then one got a marauding newcomer with a big wooden publicity spoon, trouble and ill feeling ensued. Did that wonderful person ever join in any Benllech activities, not on your life. The newcomer, like the head honcho sheep, made noises
and gathered a flock of followers, followers, not thinkers or doers. This head honcho sheep is not a team player and it isonly living and working as a team that we will see tranquility, peace and harmony. I dope the wooden spoon rots soon and that friendships, harmony,peaceful living and peace once more descend on our lands.

Having lived in your cave for so long it's little wonder you've never noticed how little's been done by previous councillors or by the council as a whole over the years, but now you've woken up it must be quite a shock to find someone like Cllr Durkin, who's only interest is to represent and help the people, without wanting to line his own pockets, like others we know.

If what you say is the best you can come up with, It's best keeping shut, before you make even bigger fool of yourself than you already have.

What's all this to do with David Bowles threatening Councillors who make complains against his Officers.

Isn't threatening behaviour a criminal offence?

If the officers concerned can show the allegations not to be true, then they should take appropriate action, not get a tin pot tyrant to abuse and threaten the messengers.

As for Councillor Durkin. It's just a pity there aren't a lot more like him, the Council wouldn't then find itself in such a mess.

Peace and love in Benllech then, peace and love, lets not forget Cllr Durkin's good work for Benllech.

I visited Red Wharf Bay recently and saw that the car park had been improved, some good work by the Council then.

A democracy needs people like Cllr Durkin, but his approach needs to be more focused and less skater gun. His main problem are those who say they support him, but by their actions do him more damage than good.

We all know the Council now or pre 1996 has had problems, the main one being the lack of trust between Councilors and Senior Officers. Cllr Durkin needs to decide whether he wants to be part of the solution or part of the problem.

He should tell his electorate his agenda to improve the Council, his manifesto for change, so that his electorate know what he stands for.

I humbly suggest that looking back to the past, to what some could perceive as a personal vendetta (true or not) is not the solution. Neither is carrying out fishing trips in search of evidence to support perceived injustice, after all we all remember the tale of the lad who cried wolf.

Cllr Durkin is better than this, I hope he is.

Who are these senseless bigots who profess to know what Cllr Durkin, does or does not do.

If wasn't for Cllr Durkin's and his no-nonsense,
straight talking representation, the whole of this part of Anglesey would now be wreaking with the stench of slaughter House Waste, being used to generate electricity, destroying our tourist industry and every other business and job dependant on it.

Bay view road would have been completely blighted.

Residents in Red Wharf Bay, who found the excessive parking so intolerable they even considered moving.

People with children without a roof over their heads would still find themselves homeless. There's so much more.

More importantly, lets not forget. That at the moment, there are plans afoot, which if not stopped, will change Bennlech and it's surrounding area forever and it won't be for the better.

So who the hell do you think will stop that, If not Cllr Durkin? No one.

His fishing guide is Lug and he knows exactly where to find the account number which will lead to a pot of gold and the biggest recovery under the proceeds of crime ever made in North Wales.

I can only assume, not that good, else the electorate would have voted for the Councillor they already had.

The questions to ask is it better after he was elected, if I was a visitor thinking of visiting Benllech would I be more or less inclined to do so following his election, all silly question really, how can one man be expected to change that much. People visiting the area may wish to visit Moelfre and the RNLI station and the monument to Dick Evens.

The difference between John Gizzi and the fiscal rapists is that Gizzi was stupid enough to live in £1 million house and only declare £10k profit on his Self-Assessment forms. He came from the streets and was not a silver-spoon job like the fiscal rapists with Police connections.

Anyway, the shipment arrived safely in Harwich with HMCE waiting on the quay. We recovered more money than HMRC collected in Tobacco Duty that year.

Benllech, once lovely gree fields. We had the village football pitch where Garredlwyd now stands, Ferram was good agricultural land as was Rhianfa. Craig Y Don was green fields. All now mostly occupied by the wimgers and moaners who moved homes on what was once green and pleasant land. So for you it was raped and wrecked and now you have the cheek to say Benllech is not good enough. If that is what you think:

1. Itemise your requirements
2. Move on back to the better place you left.

Barries Benllech, Slumdog City. Open sewage running doen the street. Stopped in Benllech on way to work, 7 a.m. the pavement was running with it. I was told at the shop "it has been like that for months
