Quote of the Day ("we have not approved anything"-edition)

    
This week's Holyhead and Anglesey Mail carries the following quote from a spokesperson for the WAG Local Government Minister, Carl Sergeant, regarding the recent dramatic changes at Anglesey County Council:

"We have not approved anything. It is entirely for up to members of the council and political parties to form alliances and coalitions, and to decide on the terms on which they do so."
"Neither the Assembly Government nor the Recovery Board had any part in the alliance negotiations or in drafting the terms of engagement."

Interestingly we know thanks to commenter "Dyfed" that at the first "Meet the Executive" meeting in Llangefni earlier this month, Council Leader Clive McGregor apparently told those present that "WAG is happy with its [the informal board] being".

All I will say is: an interesting discrepancy.

I'm not sure there is a discrepancy on careful reading. If McGregor says the WAG is happy with his group's being, that isn't precluded by the statements made by the WAG, which refers only to the process of creating an alliance.

Just for the sake of clarity and to confirm my earlier comment - in response to my question about the 'informal board' and to a direct question by the moderator (who said something like '... and the WAG are happy with (or 'have approved') the arrangements ... ?' CM said 'yes'.

If CS has been correctly quoted then there does seem to be a discrepancy between these two statements.

More than all that, Clive McGregor has threatened members that if they don't sign the terms of engagement the Welsh Assembly will take over the council and those not signing will be deemed as not wanting to take the council forward.So who's telling lies?

The fact is, Cllr McGregor created the situation because the Original Independents had lost all confidence in him to lead the group and the council. That's the reason why only three of the original group want anything to do with him.

i think the last point is the clincher - WAG seem to be keeping a safe stance - have they put anything in writing about their approval - if not then they are clear

I wonder if Clive is aware of the Anglesey Documentation Centre that is being created, for all of the complaints and grievances to be studied by members of the public. Since our Council won't do anything, the public can bring their own documents in to be collated, studied and hopefully be investigated by members of the public, more shame on this Council.

May I assure you that I do not work for the Isle of Anglesey County Council.

I see that you know the Chief reporter very well, so well you missed my deliberate mistake. The correct name for Chief Reporter for the Holyhead and Anglesey Mail is of course Elgan Hearn.

His reporting (Elgan Hearn)is factually correct at all times, and lets not forget award wining. And Eryl Crump works for the Daily Post.

OK - some unofficial feedback now - and i apologise if this is inappropriate here say but i have no reason to question my source. - The local member that lives in Amlwch ( he came from Caernarfon originally - i was given a name but my memory is terrible) has been "looking worried for the last month or so" - I asked my friend why they though that was and was told that he had signed up to this new agreement for the council but "wasnt sure it was the right thing to do"
Can someone explain why there is such a fuss about a piece of paper that is supposed to clarify everyones position and enable this part of local government to move forward with some integrity and clear direction??
Doesnt this man know his own mind??
This friend is now aware of these meetings that are being held but doesn't see the point of them or what they are supposed to achieve...

Roll on the Documentation Centre - is there any time limit to the age of the complaint?

I am still working out what the assembly's real influence is is it allowed to pass laws or not??
Also i have to question how this works because laws are implemented by the Queen's court which is still under HRH where as i get the impression the Welsh Assembly is trying to circumvent Westminster and deal directly with Brussels.
i was led to believe that since our joining of the EU that the reality of Brussels was that they decide our laws now, not Westminster or the Queen - can somone clarify and explain??

The National Assembly for Wales is as you put it, a 'court' of Her Majesty the Queen. She opens and closes the sessions of the National Assembly for Wales.

The First Minister for Wales is also appointed by Her Majesty. You may recall the delay before Carwyn Jones as declared the First Minister as approval from Her Majesty had to be sought first.

My understanding is that the National Assembly for Wales could be given greater powers to pass primary legislation in areas where it passes secondary legislation at the moment.

There would be no change in the relationship with the European Union.

Having spoken to Carwyn Jones about the traumatic effect that the politics of Anglesey is having on the people, he wasn't too impressed by having a tongue lashing about the lack of respect by the Welsh Assembly and the Council for the people.

The European Union is dedicated to treating everyone fairly, this is why we as underdogs must make sure that we are heard.

Legislation Powers for the Welsh Assembly should ensure justice and fairness for all, and that we, the people of Anglesey should NOT have to suffer any more.

The Anglesey Documentation Centre will ensure that people will be heard, this is why I am creating it, to stop the people get gagged, stop malicious gossip, and to make sure that we can all have an opportunity to have our cases of complaints and grievances voiced.

We will go back to the beginning, we will go back to the 1960's or earlier, every complaint is a breach of our lives, a stain on our hearts and minds.

The fuss, as you put it, is because much of the content is illegal and in breach of the Human Rights Acts. which is nothing out of the norm for the IOACC.

I agree a lot of what happens on Anglesey contravenes the human rights act, not just the council: the courts do, social services do and the police do, recently i have sensed it even in the fair trading office (Am i paranoid?? This is my personal experience), but i fail to see how the council setting up a terms of engagement is in contravention, my point is that any councilor is agreeing to give up certain priveleges or rights by taking office, or do i have a distorted view of what being a civil servant is about.
Is it about taking what you want, lining your own pocket and those of your friends at the public/tax payers expense, and not having any responsibility to those you are claiming to serve?
i think/hope the whole point of the terms of engagement is about clarifying the job... like a job description, surely this is not a 'bad' thing. i take my hat off to people like Druid and the new executive officer in trying to sort out this mess and provide some clarity - its a dirty job but someone has to do it. Personally i think it is made all the worse by the longevity of the "culture", the attitude has become ingrained. Not that all the council are bad but the leadership in the past has been questionable and in my opinion those that have used their positions for personal gain deserve more than a smack on the wrist and debarrment from serving, i can only endorse any criminal prosecutions and would hope for penalties that would stretch to the extent that property is confiscated and restitution is made, drug dealers are subject to this sort of sanction and morally the corrupt officers are no different. But i wont hold my breath based on past experience.

Oh and for clarification Cochyn sais is the moniker i was given by my local peers as a youth, it refers to my hair colour as a youth not my political view, and i have taken the expletive out that it was alway preceded and usually replaced with - Y G*nt Sais.

The concept of a Communication Centre is good, the Druid has it all here. If it were to be put on paper we would be going against the Green Policy of saving forests and for all the complaints we see here it would take acres of trees to have it all printed.

Let's leave it to the Druid to inspire and invite comment, we might get upset by it but non of the elected are bothered, they do their photoshoots, get their bit in the paper and the cheques come along, regardless.

However, in a letter from Lynn Ball, Director of Legal and Committee Services/Monitoring Officer, dated 08.06.2010. It states:
"The Welsh Ministers, the Recovery Board and the WLGA have been fully cognizant of the negotiations which have led to the establishment of the Alliance/Board".

Is there anyone who can explain that one? if so, please do.

The first by the Assembly Government for Wales paraphrasing says - 'We where aware of what was happening, but we did not approve anything.'

And the Council letter says again paraphrasing says ='We kept the Welsh Minister, the Recovery Board and the WLGA [fully informed] of the negotiations.'

An or in another words:

The Council fully informed the Welsh Minister, the Recovery Board and the WLGA about the setting up of a informal board but not approval. Those consulted did not approve anything but neither did they raise any concerns, which could be interpreted by some that they where happy with the setting up of the 'informal board'.

Breaking News!

The Druid has been accosted whilst taking a walk around a wooded area near Llangefni by men wearing grey suits. Initial reports suggest that the Council has employed a North Korean computer virus expert to bring the Druid Blog to a dead-slow, and that an Amlwch.net-style shut-down will soon follow.

Anglesey Council's spokesperson commented to the Daily Post yesterday: "The Druid, whilst a good blogger, is, after all, only one person making a bit of a stir. We have seen no other blog making such a fuss about the Council, and so we have taken the view that the blog presents a poor image of the Island of Anglesey Energy/Tranquility/Racing Cirucit/Geopark/ Island.

Consequently, and in keeping with local regulation PPS/117.56/887/6, the Leader of the Council will be conducting a public switching-off of the blog at 7pm in the Council Offices this Friday. Members of the public, should any be interested, are welcome to attend, where 'I love my Council', 'McGregor is McGnificent' and 'Despots Not Druid' pens, caps and stickers will be handed out for free (produced under special contract less than £10,000 with W.O. Jones, Llangefni). We were going to give bookmarks too, but we plan to shut down all the local libraries, so there wasn't much point. Books also tend to make people aware of the outside world, which we think is not something the people of Anglesey are ready for. Trust us. We will lead you out of the dry summer desert..."

90% of six people interviewed (outside the Council offices) said they were entirely confident in the way the Island of Island Island was being run.

I think there should be a boycott of McGregor's circus - have you seen the oblique criticism of comments on this blog made in his June 'bulletin'?

"One of the immediate tasks facing the new Executive was to appear at the Hawl i Holi sessions which took place in Llangefni on 10th June, 2010. I was personally disappointed with the turnout especially as these sessions are, I believe, almost unique in Wales where the public can ask any question of the Executive. I hope that over the coming weeks, the public do turn out in support of the remaining session. There have been considerable discussions about the Council and its direction on local websites and in the press, I am more than happy to meet the public and to discuss policies being pursued by the Executive, I would also welcome constructive input from the public on the future direction of the Authority."

Maybe, Mr. McGregor, you should take a long, hard look at yourselves and ask why people are no longer interested in listening to old leopards trying to convince us of a fundamental change of spots. Don't have a go at people discussing things as is their hard-won right to do in this country.

I was at McGregor's Propaganda Road Show in Benllech tonight, he spent the first ten minuets attacking councillors who have the temerity to see things different from him and those who are not frightened to expose dishonesty within the council by calling them all trouble makers.

He even attacked the press and saying you should not believe everything you read in the press tantamount to saying they tell lies.

Well we certainly don't believe much of what McGregor tell us after tonight's crap.

I don't know what McGregor thought he would gain by getting his business partner to go along and ask loaded questions? But he was caught out not telling the truth on a number of occasions. it's just as well a couple of those there had tape recorders.

He attacked and named GWR again. Easy done by the gutless when the persons not there to answer back.

When it came to answering questions about how much it was costing the Council in external legal advice to help attack who he deems to be trouble makers, he was unable to do so, even though he had his portfolio holder for finance with him!

There was a very damaging comment made about the portfolio Holder for Planning Cllr John Chorlton (who didn't turn up)) which certainly needs investigation.

On the whole, from a residents point of view we were able to see for ourselves who the real trouble makers are and why.

All in all. More public money down the drain to prop up a failed council by a failed autocrat leader.

Nothing criminal, I think. It's the police as an organisation, not McGregor personally, who was offering the money to drop the case. It's probably a way of saving their costs and embarrassment at getting it wrong; judges are often very severe in their criticism of anyone wasting their valuable time.

@17:07 Yes, that's absolutely correct. I certainly did not intend to imply that the money on offer was from Cllr. McGregor's own pockets; I think the account in general makes that clear, but in case not, I apologise to readers and Mr. McGregor.

The money offered was, in effect, an out-of-court settlement. But the boy's father felt so strongly about him being wrongly accused, that he put his faith in the criminal justice system and showed his innocence. He was awarded £1000 by the court - half that offered by the cops.

I think it was absolutely correct to outline the problems with which he and they are faced. Like a marriage, there might be disagreements and rows but not necessarily for the outside world to see. The team should work together and resolve difficulties internally not use blogsites and public opinion. Also,
the difficulties are costing US not IOACC mega bucks, no trouble makers no mega buck on lawyers.

There was a reference to a quote about the use of Tre Ysgawen Hotel, Mr McGregor informed the questioner and the meeting that only half of what was said had been quoted and that greatly changed the context. So, Mr McG said one can not believe every thing said in the press. That was it.

This is a very serious issue and the comments at 09:37 by PRO-EUROPE are quite specific.

If it was the Police making the offer then why say it was Cllr McGregor?

Further explanation please the account as you say, does not make it clear at all.

If Cllr McGregor or anyone else for that matter is accused of anything WITHOUT strong evidence, As Cllr McGregor knows only to well, steps need to be taken to rectify it, not just a sorry in a comment.

I am glad to see the offending and untrue comments made about Cllr McGregor removed from this site.
It was a clear example how damaging such allagations can be to an individual and their family's, particularly one in public office, if not nipped in the bud quickly.

This is why I take this opportunity to call on Cllr McGregor to stop publicly accusing me of being a trouble maker and not wanting to take the Council forward without a shred of evidence, other that his own opinion.

If he has any evidence, he should show it now on the site, or retract.

How can we make a comparison.
Durkin we know to be a hard working representative of the people, honest and trustworthy, who isn't frightened to take on the establishment and expose dishonesty.

Whilst Cllr McGregor is now known to be a liar and untrustworthy.

Lets not get carried away here.

Both Cllr McGregor And Cllr Durkin have great leadership qualities they are both very loyal to their constituents and the well being of Anglesey as a whole. if only the rest of the councillors could emulate them, the Isle of Anglesey County Council could easily be the best in Wales.

Clive and Barrie worked very hard together once elected to rid the council of wrongdoing and to regain the respect it truly deserves.

It was not until the annual letter of 2007-2008 came out with it's damaging reports of past failures that things started to change. Then Mr Bowles came along and everything went down hill.

It is obvious that Clive has being bullied into becoming Bowles Puppet attacking and abusing Barrie and others against his better judgement whilst Barrie will not ditch his commitment at any cost, to serving the people and exposing dishonesty within the Council.

In essence, who's right or wrong does not matter, all we need to do is cut out the cancer being Bowles make sure Clive stays as leader and make Barrie his Deputy.
Problem solved.

Bowles wouldn't allow that. 20:59. It would show him up for what he really is. The Welsh Assembly have got a lot to answer for.

But your right. How is it, that McGregor and Durkin were rooting out wrong doing with some success until Bowles came along?

We should take a much closer look at Bowles and give more support to both Durkin and McGregor. Bowles is the problem here, not C and B. He's done a divide and rule job. and it's destroying the council all together.

This Council could have moved forward with BD weeding out the dishonest. He should have been commended for his efforts.

As a member of the public, this is what I wanted and still want.
An honest Council with those who have committed acts of dishonesty dealt with, punished and dismissed.

Bowles I feel, has let the public down. The public expected a no nonsense, weed out the dishonest MD. Anyone could have swept the past under the carpet and started again.

The problem was and still is dishonest Councillors and Senior Officers alike thinking that they are above the law. The new coalition has given the dishonest even more power and now they must feel invincible.

The dishonest are breathing a sigh of relief and are laughing behind our backs.

Don't lose faith. I would suggest that with Cllr Durkin still breathing down their necks they will only be creating a sense of false security for themselves. If he feels something needs scrutinising it will be done, believe me, I know. And if found to be wanting he will say so. Durkin's going anywhere.

I produced evidence. I still have the evidence. I showed it to CMcG and DB. You should read the three Internal Audit Reports into my case.
Considering the same documents were on file when they published Report 1, Report 2 and the latest Report called TIG Final its amazing how they can be so different. Unless of course they covered something up with each report which is the case.
The latest Report is again based on deception and some pure untruths. I can prove it, I have the evidence but I am being gagged. My e.mails have been blocked, no one is allowed to correspond with me , and my Councillor has been advised not to help me any further.
To destroy yet another report after 120 days of investigations would be embarrassing, so the latest Report that I can prove is almost totally flawed has to stand.
However, I shall keep writing to Ministers etc until the truth does come out.

The evidence I have suggests that Agents on the Island are finding builders to carry out grant work on the cheap in exchange for no proper physical inspections either by the agents themselves or IOACC grant agents.
The builder gets away with omitting as much work and materials as he possibly can because he is carrying out the work cheap. My property was left a death trap. But no one would have known only the Council Officials who inspect the property and those in charge of the grants, because it was to be signed over to the Council for ten years ( a condition of the grant)
In my case I discovered the builder issued three invoices totalling £55,000 exc VAT during the 16 -20 wk project. With the builder on a snag list with no further work to measure I was alarmed to find that the Council still had £27,200 in residule and claimed I owed the builder a further £19,000. The builder then claimed according to Internal Audit Report 1 that I owed him £30/35K for work he has not yet invoiced.
(Strange how the builder has never asked me for a penny)
I wonder where the £27,200 was destined before I complained. The builder had been paid in full.
An e.mail was then discovered on the Council file marked "redacted" leaked by accident, from the TPO to the builders secretary who he fondly called by her first name asking her to provide more invoices and to make up an excuse to silence my accountant.

I am not a racist, I have never been 'Black Balled' out of anything.

But talking of balls, do you hit your straight I wonder, thing is not to take your eye off it.

I did not say I beleived everything said by Mr Bowles,
I said Mr Bowles told the meeting that considerable sums and time had been used up checking on allegations which he saud proved to be unfounded.

For Mr G Pierce, if you accusing anyone of crime within IOACC surely that is the last place to present the evidence, I suppose most organisations will in some way try to deal with such matters internally. With good evidence why not go to more tyan one police force?

The vast sums of public money being used by Lynn Ball and David Bowles on Weighmans Solicitors has been deemed illegal.

I have never expressed venom on your pages.

I have never been Black Balled by any organisation.

I have never expressed a racist comment anywhere

I have not made a planning application for over thirty years
