The attempted Coup within the Coup

The original 'Terms of Agreement'

Eagle-eyed readers might recall that the Alliance 'Terms of Engagement' document I posted here last Saturday included a space for Cllr Gareth Winston Roberts, leader of the Môn Ymlaen (Anglesey Forward) group to sign. However, the official 'Terms of Engagement' document published by the Council earlier this week, does not. So what happened in between?

The official story seems to be that Gareth Winston Roberts declined to support the Alliance unless it included ALL the groups in the council. Indeed this is echoed in a rather pious quote in the Daily Post:

'Cllr Gareth Winston Roberts, leader of Môn Ymlaen, said: “We support the principle of the alliance but I feel they have missed a real opportunity to unite this council. They should have had all the groups on board to take this council forward.”'

However it has emerged that in reality Gareth Winston Roberts DID sign the original 'Terms of Engagement' document with the other leaders on Friday, 4th June. However, upon signing the document he immediately set about trying to undermine the new Alliance by contacting Bryan Owen - the new Leader of the rump Original Independents party - suggesting that they form a coalition whereby Gareth Winston Roberts would become the new Leader of the Council and Bryan Owen would become his Deputy. Apparently Bryan Owen refused to agree to any such arrangement and the bid came to nothing.

Obviously when the Alliance members learned of Gareth Winston Robert's machinations they ejected him and his faction, Môn Ymlaen, from the Alliance and signed a new 'Terms of Agreement' document on Tuesday, 8th June.

Will Plaid Cymru call on Bob Parry to persuade the other Group members to amend the Terms of Engagement?

Point 8: re public denouncement of Cllrs Durkin and Schofield - this should be removed, if the Exec wants to move forward without creating victims and creating an even worse impression among the electorate.

Does Plaid want to be associated with a document that makes up arbitrary rules and excludes? What about equal treatment and inclusivity?

And what about Labour, the party of equality? Are they going to stand by and allow this to happen?

This what Clive McGregor Says.

"I have currently have concerns about some members of your group. This is Because:

Your Group still includes some who have shown that they are prepared to support Elwyn, in clear contempt of the Minister.

Your Group still includes one member, and possibly others, who are still prepared to support Barrie.

Weightmans, Solicitors are now preparing comprehensive complaints to the Ombudsman, against a range of issues over a long period. As the Alliance is determined that neither of these members has any inappropriate influence on the work of the Alliance, these complaints may not sit well with those members of your Group who have yet to demonstrate decisively that they will not continue to support the members concerned.

Your Group also includes three members against whom the Ombudsman has made findings and are soon to face Adjudication Panel hearings, the outcomes of which may be affected by recent and current events, and will draw bad publicity for them and those associated with them.

I BELIEVE THAT THERE ARE STEPS WHICH MIGHT BE TAKEN TO RESOLVE SOME OF THESE ISSUES, AND EASE THE WAY FOR MOST OF THE MEMBERS OF YOUR GROUP TO JOIN THE ALLIANCE".

Clive McGregor 9th June 2010.

Mr. Bowles. Please recommend to the Assembly that this Council cannot make the requisite changes and that it should be dissolved.

If Clive McGregor can not find it within himself to run the council in a lawful manner, then it is he holding the council's recovery back, not those who wish to see the council run lawfully on behalf of the people.

We should now see McGregor gone or the Welsh Assembly must be brought in to run this crooked council.

Yes, the comments made by Clive McGregor above are tantamount to Incitement by treats.

What right has McGregor got to use Taxpayers money to pursue a vendetta against members who are not prepared to allow our Authority to be run, by what McGregor has portrayed himself, as having: "SERIOUS CORPORATE GOVERNANCE ISSUES" and "IT MAY BE THAT WE REQUIRE A POLICE INVESTIGATION INTO THE ISSUE, AS OFFENCES OF MALFEASANCE IN PUBLIC OFFICE WOULD APPEAR TO BE MADE OUT. IT IS THEN", AND ONLY THEN THAT CONFIDENCE IN THE ISLE OF ANGLESEY COUNTY COUNCIL WOULD BE APPARENT.

So what's this man think he's playing at? Unless because Bowles's Officers have been well and truly caught out, they will do anything, including breaking the Law to cover up. So again I ask. What rights has McGregor got to use Public money in this fashion? I think there should be an investigation in to him.

As there are so many allegations, it would be a good idea to haved the police scrutise each elected member and have the result published to show who is squeeky clean and who is not. Do you think that would be a good idea?

In reality the only members to support Cllr McGregor are his thee deserters from the Original Independents Group and himself. The others are only in the group for the money or because of threats.

If the Labour party have told JC that they must withdraw from the Alliance unless the Terms of Engagement being illegal, are changed either way that's the end of Cllr McGregor, surely.

What has Plaid said about it. Does anyone know?

Friday night.
Plaids Anglesey branch had big bust up about the new Alliance and is "Draconian Term's of Agreement"

Their National office is now involved.

It is also known that tax payers money IS being used to pay for outside Solicitors to try and fend off any legal action Cllr Durkin may take.

I have alwways thought that the best solution for IOACC is for all the councillors to be sacked and not allowed to stand again for a minimum of 8 years and for a new election to happen where we can get new councillors who are not tainted by the past.It will be obvious that the new councillors would be inexperienced but they cannot be worse than what we already have. There would need to be a new understanding that officers and councillors are made aware that they are responsible to the taxpayers of Anglesey for a well run council that serves the current and future interests of this Island and not the interests of the officers and councillors.

Anonymous said...

There is more here than meets the eye, the joskin GWR has shown his true colours and has tried a coup, and failed, dramatically. the same man who tried with his own party MON YMLAEN, to take this Island forward, but has now run aground.

With his little band of minions and hangeroners, we knew he would pop his head over the trench, but I don't think he expected to have it blown off so suddenly.

GWR a festering sore, who has been blinded by greed, supported by another old cronie, who is vilified, and laughed at behind his back, a bully and braggant, who has had his just dessert.

But wait, what will his next move be? will it be to put pressure on some other dolt to support his cause celebre, or will he be better off calling it a day?

But he won't, his ego is too inflated, his mouth won't stop, and the hole he dug for himself this weekend will never be big enough for him and his supporters, this is why we need the Assembly in, to clean out and remove this type of political bully and bad influence, not only for Amlwch but for the whole Island.

Are there any councillors on Anglesey would be unwilling to undergo a full police check, similar to a CRB check?

Anonymous said...

"Anglesey County Council has not been run properly since its interception in 1996" But not as badly as now.

The Council's first and foremost "Term of Alliance" is "Make no reference, verbally or in writing, in public or in private to any issues relating to past conduct, allegation or grievance in relation to other Alliance members".

Meaning that if you join McGregors little band of cover ups, no mater what crooked deals, fraud or corruption you have been involved in, you will be assured full immunity. And anyone who brakes this "Term" will be treated the same as Cllrs Schofield and Durkin. Harassed, abused and victimised.

What a way to run a council.

If Plaid and Labours National offices allow their groups on Anglesey to continue with such "Terms" you can say hello to the gas chamber mentality.

So I have to ask. What are the Police doing about all this?

Anonymous said...

"Term" 8.
Publicly and Robustly condemn Councillor Schofield and Councillor Durkin in a clear statement supporting the Council's position in reporting these individuals to the Public Services Ombudsman for Wales for Breaches of the Members Code of Conduct"?

If there has been any breach of the Code of Conduct it's the illegal behaver of McGregor and his cronies.

As an ex copper he should know, that he's left himself and his cronies wide open to prosecution under criminal law.

Anonymous said...

So come on McGregor.Tell us all NOW.

I don't Believe it was as simple as that. It's was more a case, that after three years of refusing to do so, she had to be forced into making her retrospective application with threats of enforcement notices.

The small amount you refer to is nothing of the sort, the whole house was build in breach of plan and in parts created very dangerous road safety conditions in breach of the Authorities Highways Conditions for Planning approval.

Do you think this is a good example for the Director Of Legal Service of the Authority to lead by, whilst everyone else is made to jump through every hoop imaginable just to get planning permission in the first place, let alone ensure that what they have developed is spot on to comply?

The tension between rising nationalism and the betrayal of this Council is becoming extreme and the outcome is not predictable.

The crisis has provoked a questioning, not just of how the Council is being run, but of the attitude of the Council towards the people!
The cry has gone up. for meetings with the people, but this means different things to different people, some of the biggest critics, have made it clear that the people have been betrayed! and NO meetings will ever make up for the sense of betrayal and lack of trust between the people and this Council.

We are not in the sniping business, we leave that to the people who have not be listened to, the people who the Council chose to ignore.

Our friends, we need to form resistance to Mcgegorism, he is the man who has created this state, he is the man who has encouraged and bred contempt, none of them can be trusted, most of us want rid of them, all we want is to be treated fairly, equally, without any discrimination and most of all to be treated with some degree of respect. All of these traits, we do NOT get.

No meeting, no Q&A sessions will ever cure the sense of hatred and the betrayal the people feel.

20th 19.10 It is an odd set up here isn't it? 40 elected councillors, some have been in place for years and, hopefully gaining experiance. Then we have an election, lo and behold we get a Vice Chairman with previous going directly into that role. We get a Leader no previous experiance going direct to the job.

What on earth is the value of the years and experience of all the other 'old hands' have they not learnt anything? are they not fit for leadership?

We must not forget, following the election of 2008, there was a strong council lead by Cllr Fowlie who with the Knowledge of how bad the Council had been run under previous administrations and poor corporate governance, were taking steps to change all that, but it wasn't liked by the top brass because it nailed them good and proper and what we see today is the aftermath of their dishonesty and lies. But its unsustainable.

i have been pre occupied with other things sadly and so had to mis out on my regular insight into local politics

The plot does thicken - i have a few point to make:

1 - Police investigation - brilliant idea but i would be wary about the local police force - they seem to be as incompetent and in the thick of it as much as the obvious council members to investigate.
The clowns at westminster seem to have got away with illegal acts (defrauding expenses is stealing in private companies why should it be any different for a "civil" servants).
2 - How can the council move forward without denouncing those that have used the office for their own ends - i think it is unrealistic to try to move on without naming and shaming those that have abused their positions - if only as a deterrent for those that follow. it might help to de-barr them from holding any more public offices too - the courts seem to be able to stop people who abuse animals fro owning more surely we can do this for jobs too?
3 - What are these meetings going to achieve - has their support increased since the first one
4 - What needs to be done to bring in the inquiry team to take over and start afresh - nothing personal about local council staff but i have experienced nothing but incompetence and apathy from the majority of those i have come across - surely it cant be that hard - there are jobs to be done it be that hard.

The only denouncing this County Council is interested in, is against those who raise concerns about the dishonesty and breaches of Human Rights, by it's own officers.

If the Welsh Assembly, David Bowles, or anyone else for that matter thinks the council can move forward completely without addressing these issues, they've got another thing coming. It's very much like allowing the bent Bank Manager to stay in charge of the bank, after he been caught out robbing it.

The simple facts are. They have been caught out. Don't like it, and say anything to divert blame on to others.

Anonymous said...

On the subject of Denouncing, if it is true that there is someone with "a very black past" amongst the elected, do you not feel the electrors and public as a whole should be aware?

22nd June 10.00 I agree there should be a naming but I understand that can not be for 'legal reasons', trouble is, if the nature of that past was to re-occur perhaps those-in-the-know might be held responsible.
