Stepping back from the edge...

After taking the Council to the brink of another bout of bloodletting at the end of last week, Anglesey county councillors have now stepped back and taken the decision to wait it out.

The unrest was originally sparked by disquiet over the serious lack of progress in preparing next year's budget, and culminated on Friday with current Leader, Clive McGregor, announcing that he would not seek another term as Leader at the AGM in May.

Those dissatisfied with Clive McGregor met again on Monday to discuss whether they would continue to force a vote of no confidence or not. That afternoon however they took part in a video conference with Steve Thomas, Chief Executive of the Welsh Local Government Association (WLGA), and it appears that they were told that the Welsh Assembly Government would not look kindly on any further unnecessary political turmoil and instead advised them to prepare for an orderly transfer of power when Clive McGregor steps down in May. In parallel it seems that the frontrunner to replace Clive McGregor was contacted directly by the Minister and advised to reconsider.

The race is now on to appoint a "Leader in Waiting" who can work in parallel with Clive McGregor until May and thus ensure some continuity post AGM. So far there are three hats in the ring (including the previous frontrunner) -- and each has been calling around trying to drum up support. It seems there will be some internal group meetings over the next couple of days to informally vote on preferred candidates.

"We are determined not to enter into Local Politics or take sides, nor do we have any power to approve the appointment of a Leader or any interest in influencing such a decision". So who's telling porkies now then.

When WAG announced in December that it was looking at a 'Strategic Collaboration between Anglesey and Gwynedd' it produced a set of principles for the scoping study that would look at what might or might not be possible. Point 9 read " the study will seek the views of key stakeholders in formulating its findings and recommendations". I should have thought that Anglesey residents are the primary stakeholders when it comes to merging the services provided for them, and possibly merging the two Councils. The study is supposed to be ready this February, have the people of Anglesey's views been sought? I know they cannot offer technical solutions but there are other matters they should be consulted on.

What we should worry about is that he'll dominate JCh, if he is elected !! JCh is weak.

How many more time do you all need telling, Democracy on Anglesey is dead.
That happened when the tyrant for Lincolnshire appeared with his psychological violence.

"Council Leader to step down in May".

Labour Group Leader, John Chorlton said "As far as we're concerned, May is too late, Cllr McGregor needs to go now.

But by late Monday afternoon, Cllr Chorlton's position had softened: nothing has gone wrong, we decided to work things out.

"I spoke to Carl Sergeant(Local Government Minister) and he was not happy that we were going to move a vote of confidence, because he felt it might blow up in our faces and create a lot of negative publicity, although he confirmed that he did not wan't to interfere in local politics".

Who does this Carl Sergeant thinks he's kidding. This man is not an elected member of Anglesey County Council. He should BUT OUT.

As it is, we now know for sure, between Labours Carl Sergeant and the Labour Group at the Council, It's going to be JC for leader, whether anyone else wants that or not, putting us right back where we started. In the Shit.

It is interesting to note that Cllr Durkin seems to Know exactly how and when to ask the right sort of questions and of whom. He's clearly not as Bowles would wish, out of the picture, Quite the contrary I would say.

It will also be Interesting to see how Carl Sergeant is going to get out of lying to the public, having stated: Neither he or his recovery board are getting involved with local politics after what John Chorlton has said in the Holyhead Mail today?

As a young person working amongst the many individuals named here on the blog( and more) I have no faith what so ever for Anglesey and it's children like me.
I work in a sector that is riddled with nepotism, people in wellpaid positions who can't do them due to a lack of relevant skills and ability (not to say vision), where cliques, grace and favours are all rife... sounds sadly familiar.
I am sick to the back teeth of seeing grants, contracts and SLA's being awarded to mediocre substandared projects or providers, by grant giving bodies which only reward inhouse ( and in favour) collegaues and pals.
I also work with individuals from Gwynedd Council and I don't see why people think they are going to be any better. Most commisioners(in my opinion) are in it for themselves anyway.
Anglesey council is a disgrace-we all know that but then in my experience so is WAG for not doing anything and allowing it all to continue which it looks to me like it will. Surely, they must be accountable for letting it slide? Am I right to suspect they don't want to get egg on their face for not monitoring things efficiently? or worse case scenario,they are just as bad, which is not a great thought...
maybe we will end up with nothing being done that is meaningful and the biggest white wash ever.
A huge disgrace is the Objective One /Community First funding, which should actually be called 'comrades first'. Individuals at the helm of these posts aren't fit to move anything forward except there own self serving interests.
Out of almost 70,000 people on Anglesey, maybe they can explain why the most talented and up for the job people come from quite often the same family and circle of friends, ditto IOACC, ditto most boards of the many organisations and quangos operating on the Island which seem to be made up of the same recycled individuals.

I apologise for being repetative here as many of these points are made over and over, I am just frustrated at what I see around me and what I am forced to endure in my work.
I have challenged a few things and have just found myself in an unpleasant situation all round.

If only there was a tangible way to deal with this problem, yet I fear, apart from letting off steam on here, things will will not change.

I personally hope JC is not the next leader...

The majority of the staff are hard-working and honest, the trouble is at the top of the staff tree, as we have said often before...and the 40 Members.

I read your comment and I was saddened to hear of the trauma you have witnessed over the years. In these difficult times we have all endured stress and loss, the people have lost faith and the Council has lost it's integrity, it's honesty and it's truth in the eyes of the people.

We are all to blame, we have all allowed them to get away with their own will and ways of running a decent Council for the decent people.

We all blame bad politicans and poor politics, not one of the Political Parties will stand up and take blame for the conduct of the Council, they are in effect all to blame. We need a Party that will take reponsibilty for this mess, but we don't have one. We need a political party that will stand for the people, but on Anglesey we don't have one, because we the people know, and rightly so, that corrupt politicians will never surrender this Council after a losing campaign.

We need a politican to take over by public acclaim, unfortunately we don't have one of them either.

It's not just the politicians; at least they can be voted out. It's the senior officers surrounded by friends and relatives that are the real problem.

Anglesey is too busy recruiting from a very small pool. The council needs to have a policy of looking for people from much further afield...people without a link to so many others working in Anglesey.

13.57 There is certainly some political influence from the Labour Minister for Local Government in Cardiff, over political and governance aspects of Anglesey Council, and directly over Labour's own group on the Council, whose leader is JCh.
Lets not forget who installed troubleshooter DB and the Recovery Board over us, toothless as it is !

Daughter of Anglesey - I have dealt with 4 departments in the Council so far and the people I have dealt with have been helpful and considerate. Some of the systems and proceedures are old-fashioned and in my view inadequate, but that's not down to frontline staff.

15.45 Senior officers have been in post for many years (too many for some of them)...one in fact since he left school in 1970....who appointed them are some of the senior and decrepit Members of today....it is really time for a CLEAROUT !

If he left school in 1970 when say he was 18 that make him around 58, that's normally called a career.

No doubt that person have done their best, if there is a weakness in his abilities then it’s the responsibility of the Council to identify them and assist the person to improve.

I cant answer as to what the current Council personnel policies are, but please do not just blame the worker, just because they have worked at the Council for a long time is no indication of ability or lack of.

Yesterday he was calling for Clive McGregor to go now, after a chat with Carl Sergeant he says: "We are happy to work with Clive until he steps down in May!

Indecision on this scale is not what one would expect from a potential leader.

If he thinks Clive McGregor should go now, stick to it, not let some cretin who has already been shown up to be a liar, tell the elected Councillors of Anglesey what to do.

All this has done is show us all that JC is to inadequate to be the Leader.

As a lifelong Labour voter I was most suprised when I complained about various IoACC goings on - I followed the complaints procedures all the way to WAG - not a murmur.

Complain to WAG Conservatives and bingo - action.

Conclusion - the (alleged) corruption is rife all the way up to ministerial level at the WAG and the Labour/Plaid coallition don't want to rock the boat & the Tories have no such worries or skeletons in closet.

17.10 As those of us who know have said already, JCh was not the instigator of the coup that wasn't, it was the discreditable and devious power hungry pipe puffer so desperate to get back in power, but knowing he lacked the support, pushing his proxy JCh into the position, speaking FOR JCh and insisting CMcG stepped down, when Clive refused and DB read the riot act, they backed off...DB had warned them if the forced an EGM for a vote of no confidence in Clive, it would be the LAST meeting of IACC as we know it.
So they backed off.
It was the pipe puffer all along.

The answer in terms of recruitment is simple - do not let Councillors have anything to do with the process. For all new jobs, appoint an outside agency to manage the process and draw up a short list. They would also sit in on the interviews to ensure fairness and transparency.

With three and a half months to go before the WAG elections the political landscape is in a state of flux.

In the UK (at large) the Coalition Government is starting to suffer reversals (immigration policy, bankers bonuses, etc) and is starting to drop in the polls, with the Liberals committing the most spectactular political suicide in living memory (Ming Campbell's included).

In Wales, with the unseen hand of the Labour/Plaid coalition starting to reveal its fingerprints in the ongoing IoACC meltdown and the (unannounced) 'Death of Democracy', it can only be a matter of time before the WAG coalition starts to be tarred with a similar brush to that of their Westminster conterparts.

Hopefully the political universe is like the physical universe and will abhor a vacuum. Because that is what we are being faced with - a political vacuum.

When political stances are defined (as many comments on the blogs are) by a decrying of the opposition, (it's all Labours/ Conservatives/ Liberals/ Plaids fault) without recognising that all these parties share many values and solutions together, then it must be time for a new approach to politics, (and I don't mean just get rid of the aforementioned).

Maybe it's time to revisit what we mean when we talk about 'the state', what it's relationship to the people is, when 'subsidies are justified, and what the relationship of the state is to the nation, (they are different things).

My starting point in any such debate is that the state is there to serve the people. The people are not there to serve the state.

And that goes for Local Government too.

Obviously, we are not talking about the same state, the state as we know at the moment is a den of untruths and conspiracy, the people have been misled and ignored for years, the panicking Carl Sargeant trying his hardest to have a steady hand on the helm, while the good ship Anglesey gets dashed onto the rocks, I'm sorry, but no-one here is willing or able to rescue any of them, unless, Brian Gibbons apologises for the mess we are in, the mess created by the state and left for the people to sort out.

(It's not like he's committed a crime or somesuch)

Don't get me wrong, I'm not having a pop at you, I agree that we are in this position on Ynys Mon partly because of Mr Gibbons decision to parachute (a Labourite) 'interim' MD upon us, but I don't see in practical terms what an apology would do.

Maybe a better response will be not to vote for 'the usual suspects/culprits' come the May elections.

Following orders from on high, Clive McGregor and his Alliance's "Terms of Engagement" Have been official scraped.

It is understood a new Set of "Terms" were drawn up last week, which exclude the items known to have breached the Human Rights Act 2000, and are to be given to all Members who will have the opportunity to input into the document before it's finalised.

The Back ground for this, apart from the Council facing legal challenge is: "Following the intervention of the Welsh Ministers, and the appointment of a Recovery Board, it is acknowledged that the Council has made progress in improving its governance arrangements to promote inclusively. However, despite these efforts the Council continues to be dragged backwards, by weak political leadership and vision".

And Clive McGregor doesn't want to go till May. Money under false pretences comes to mind. After that revelation how on earth can he stay on now?

As an employee I'm rather bored by hot air inside and outside about the Council. Corruption is a figment of too many UFO spotters. Inertia, yes, lack of leadership, yes, outdated working pratices, yes, bullying Directors, probably, sense of improvement, unlikely, holding of noses by senior staff waiting for Mr Bowles to leave, you bet. Best thing to happen to the Council would be for it collapse as a body politic, Assembly steps in and McKinsey comes in and stirs it up.

If its commercially sensitive such as a secret forthcoming takeover bid that will result in a surge in share price, that is insider dealing, and illegal...but that is not applicable in the context of this post.
We are looking at inside knowledge in a public Council; there should be nothing secretive or confidential that anyone can or should take advantage of, for personal gain.
If we are referring to some planning issue, every extant and emerging policy is on public record, for scrutiny by ALL...its a matter of having the knowledge and expertise to interpret the policy, or emerging policy, that matters. That is not insider dealing nor taking advantage for personal gain.

Allow me to explain, a statement was prepared by solicitors in a massive court case, it gave an insight into the planning procedures and privileges of certain people, the statement made horrific reading, it was incredible, my point is simple, the collaborating of the Council to help each other to get what they want for each other is frightening, this is how they help each other, the statement was buried........

If we are referring to some planning issue, every extant and emerging policy is on public record, for scrutiny by ALL...its a matter of having the knowledge and expertise to interpret the policy, or emerging policy, that matters. That is not insider dealing nor taking advantage for personal gain.

If we are referring to advance knowledge that allows you or people you have told to , to acquire land that you know will rapidly increase in value becaue you know what is being planned in the future, that is corruption

If you drop a hint to the planning that it woiuld be a favour if they rubber stamped something, that is corruption as well.

If you got planning for something then promptly did something different without following procedure, then did retrospective knowing full well that it would be passed then that is corruption as well.

The classic is getting planning permission behind the owners back, then making sure the owner gets refusal, he then sells the land at a loss, the new owner gets the planning, painful for the old owner, lovely for the new.

Another, make planning permission difficult, adopt the road, make things difficult, make the owner go away, then buy the land, erase the old bad conditions, new owner gets the planning quids in again.

A better one, owner wants planning, ignore his application, ignore him at all costs, make him go away, new owner gets the planning, easy money.

The classic, ignore the land owner when he wants planning, give him a ficticious Enforcement Notice, owner moans to MP, tell MP to get fucked the owner has an Enforcement Notice, owner gives up, new owner gets the land and the planning, Enforcment Notice evaporates into the ether, quids in.

Owner of a hotel, wants planning, refused, sells hotel at a loss, new owner gets the planning, drinks all round.

These are the REAL PROBLEMS.

The amount of public money,Council officers time spent and public condemnation of Cllr Durkin by Clive McGregor and David Bowles, makes me wonder how much Corruption and Dishonesty Cllr Durkin has actually unearthed and reported to the appropriate authority's to know avail.

If what we are reading here is anything to go by, I would say its only the tip of the iceberg.

Lets put it this way. Neither turncoat McGregor nor David Bowles would be telling so many lies or going to so much trouble if Cllr Durkin had nothing. That's for sure.

That sounds more akin to someone paying for sound advice or not, as the case maybe. There's nothing corrupt if some planning consultant is employed and has the ability to persuade the Council or at appeal of a different course of action if they have the ability to argue a case. Planning is as much an art as a science, with plenty of grey to argue differing outcomes, especially when the local plan is out of date.

There are 40 Councillors serving on Anglesey County Council, why don't they investigate these allegations?

One Councillor could write the question, and ask the remainder to support the question, I suppose it could be called a petition, then the question that could be asked is simple.

" Has Anglesey County Council gained an advantage by issuing a false and damaging statement, a lie, that an Enforcement Notice was issued and served on Landowners when in fact, No Enforcement Notice was actually served or issued, and that this statment was malicious, calculated to damage and ruin a Welsh Property?

Would ALL COUNCILLORS support this petition??

The predecessors of this Council have found that it doesn't pay to deceive the people, hiding behind closed doors and lying to the people.

David Bowles your administration would be better off putting this affair in the public, it's all for the best.

No Councillor would condone behaviour like this or would they?

If this actually happened, where is the Police is this worth investigating?

If this actually happened, where is the Ombudsman?

Where is the evidence? Who wrote and who signed the document?


Where is the Enforcement Notice? List the documents where it is mentioned.

Why aren't the Councillor's looking into this crime or aren't they bothered. Why are they so quiet and disinterested? Is this normal??
The Councillors are there to look after the people's interest, this is in the interest of the people; or are we all so blinkered by the behaviour of the Council that we allow this to go away and ignore it?

Where and when did this Enforcement Notice take effect? Why does it mention a Welsh Property? Who are the victims? Why did the Council say that there was an Enforcement Notice? Who gained? Who made money from this lie? These are the questions that are just the tip of the iceberg, where are the Good Councillors who should be looking into this affair! Let's call it Angleseygate, it sounds and smells fishy!
We want with baited breath to hear a comment from a Good Councillor to see what he or she will repond to this affair.

This may sound strange, but do you as a Good Councillor think that this sort of lie is a breach of someones Human Rights, the one that says you hav ethe right to enjoy your property? Or doesn't that part apply to Anglesey Residents???

Apart from David Bowles unsubstantiated Complaints to the Ombudsman there's nothing for BD to make amends for, which is more than can be said for most of the other Councils and Senior Officer
